Clerkship Vacancy
The Chambers of Judge Timothy M. Reif of the United States Court of International Trade (“USCIT”) seeks a qualified law school graduate for a two-year clerkship on a full-time basis beginning in August 2026. The USCIT, established under Article III of the Constitution, has nationwide jurisdiction over civil actions arising out of the customs and international trade laws of the United States. Judge Reif also sits by designation on the United States District Courts for the Western District of North Carolina, the Northern District of Oklahoma and the Eastern District of Oklahoma.
Clerks will work closely with Judge Reif on assigned cases. The clerks will have the opportunity to write memos and draft opinions, review briefs and pleadings, conduct legal research on the cases and administrative decisions that come before the court, edit, proofread and assemble documents, observe court proceedings, attend and assist with preparation for oral arguments and trials, and engage in various administrative duties.
Working alongside Judge Reif will allow and require the clerk to understand the arguments of all of the parties and prepare impartial and carefully reasoned legal analyses of the issues in each case assigned to that clerk. Judge Reif expects that clerks will have strong written and analytical skills and will be interested to hone and strengthen those skills even further during the clerkship under his guidance and with feedback from fellow clerks.
Judge Reif intends for clerks to serve as valuable assets to him and to the court.
Throughout the clerkship term, clerks will gain an understanding of trial and appellate procedures at the USCIT, Federal Circuit and the other district courts on which Judge Reif sits by designation.
As a specialized court, the USCIT considers cases that, typically, involve decisions of the Customs and Border Protection agency in the Department of Homeland Security, whether and at what rate to levy customs duties, and decisions of the U.S. International Trade Commission and the U.S. Department of Commerce to levy antidumping and countervailing duties on certain imports, as well as other types of legal disputes arising out of the importation of goods that fall within the jurisdiction of the court. An interest in international trade law and/or administrative law is recommended.

SGB seeks candidates with at least 5 years of experience and a background in one or more of the following practice areas: complex litigation, class action, product liability, and medical malpractice. We are looking for someone with demonstrated litigation skills, who can work up complex cases through all phases of discovery. The applicant must be a strong writer and have experience with appeals, summary judgment motions, or other complex motions. Trial and other courtroom experience is preferred. The applicant must be licensed in Washington or be able to become licensed in Washington within 6 months. SGB works primarily on contingency, so, while the position is full-time, there are no billable-hour requirements.

Job Summary:
Assists the Managing Director, Senior Program Counsel in providing legal guidance and advice to Casey Family Programs (CFP) leaders, management and staff on a variety of legal, business, and operational issues to support programmatic and operational goals. While this position works with other program counsel and provides coverage on all legal areas of work as needed, the focus of this position is providing counsel for compliance and risk mitigation regarding employment laws and issues, disputes and responding to claims and litigation, including subpoenas and overseeing organizational records management. This position is located at Casey Family Programs’ Headquarters in Seattle, Washington.
Essential Responsibilities:
With oversight from the Managing Director, provide general legal advice and support for all program and operational departments, including advising CFP leaders, management and staff on a variety of matters including contracts, information privacy, corporate and private foundation issues, employment matters, accreditation and licensing, programmatic (e.g., direct service, consulting, research, advocacy and education) issues, insurance matters, litigation, subpoenas and records management issues, and intellectual property. Coordinate with peers in developing resolutions to issues.
Primary responsibilities will be to assist the Managing Director to lead the employment law function of the Legal Services team and provide prudent and practical advice and counsel to Human Resources and other organizational leaders/managers on a broad spectrum of employment matters including wage and hour, payroll, benefits, hiring, performance management, internal investigations, discipline and terminations as well as conflicts of interest, employee classification issues, independent contractors/contingent workers, loaned employees.
Provide legal advice on employment-related documents such as employment handbook, policies, and agreements (e.g., severance agreements, release agreements, etc.).
Prepares written opinions and guidance for organizational management and key leaders.
Maintains current knowledge of changing federal and local laws impacting the organization as an employer and provide legal advice on a wide variety of employment laws (federal and state) impacting the organization’s staff. Identify how changes in the law impact organizational policies and practices and partner with stakeholders to plan and implement practical solutions.
Assist Managing Director to review, evaluate and respond to legal claims and pre-litigation disputes and coordinate and liaison with outside counsel representing CFP on such claims. Assist with resolution/litigation strategies. Oversees the tracking of all claims.
Collaborate closely with colleagues in legal on all insurance claims / matters including relevant policy renewals, claims, claim reporting and claim management, communications with insurance brokers and adjusters as well as counsel appointed by insurers.
Manage outside counsel retained to assist on these matters.
Manage any external governmental/agency audits or investigations.
Responsible to assist with records management; responsible for organizational records including, management, retention, practices and guidelines; evaluate records requests, including subpoenas and other third-party requests; and provide counsel to legal services records staff/paralegal to oversee request responses and document production.
Assist in ensuring organizational compliance with applicable local, state, and federal laws, as well as internal policies and procedures, including but not limited to application federal and local employment laws where Casey does business.
Perform risk, and legal analyses, resolve issues and review, revise, and develop policies and guidelines related to CFP programs as requested by the Senior Program Counsel.
Develop and provide training and educational programs on legal requirements to CFP leaders, management and staff.
Mentor and supervise legal department staff. Provides leadership opportunities for employees that enable growth and encourage leadership development with the position. Ensures that employees receive the appropriate training, feedback, performance evaluations, planning documents and compensation as provided under the Human Resource Systems

Qualifications:
J.D. from A.B.A. accredited law school and 10 years of experience in employment and litigation. Experience in a major law firm or in-house setting in a large, complex organization. Experience in the areas of non-profit law a plus. A history of progressively increasing responsibility in supervision/management.
Admitted to practice law in the State of Washington.
Strong knowledge of Federal and state employment laws and excellent research skills.
Demonstrated efficient, persistent and meticulous attention to detail.
Proven ability to work independently with excellent judgment, diplomacy, and professionalism and able to prioritize requests and manage multiple requests simultaneously.
Excellent verbal and written communication skills and ability to explain complex legal issues clearly and concisely to non-lawyer colleagues.

This position is based at our Seattle, Washington Headquarters office. The typical hiring range for this position in Seattle is $162,605 to $191,300. Employees in this role have the potential to increase their pay up to $219,995, which is the top of the range, based on ongoing, demonstrated, and sustained performance in the role. Starting pay for this role will vary based on multiple factors, including an individual’s knowledge, skills, and experience. Pay ranges may be modified in the future.
