    This position is anticipated to serve as City Attorney to multiple client municipalities. Candidates must be well versed in all facets of municipal law, including but not limited to land use/zoning matters; labor and employment issues; public records and open government requirements; public bidding and contracting; and municipal ethics.

    The ideal candidate will have significant experience, preferably as a lead attorney with a city, county, public utility or other governmental entity. The position involves the following responsibilities:

    • Support and advise City Council, Mayor, City staff members and local boards/commissions;

    • Research and analyze complex issues;

    • Draft and review ordinances, resolutions, agenda bills, policies and procedures;

    • Provide telephonic and email advice to clients as needed;

    • Counsel to ensure compliance with state, federal, and local laws;

    • Attend meetings of the City Council, boards and commissions;

    • Communicate with prospective and existing clients in a professional, timely and courteous manner;

    • Represent municipal clients in judicial litigation and in administrative appeals, hearings and other proceedings;

    • Negotiate/draft/review of contracts, deeds, leases, bid documents and bonds, easements, interlocal agreements, and other documents.

    APPLICATION TO SERVE AS JUDGE PRO TEMPORE/SETTLEMENT MEDIATOR

    APPLICANTS ARE SUBJECT TO CIVIL AND CRIMINAL RECORDS INVESTIGATION. Applicants are also required to sign a release form authorizing the Washington State Bar Association to release all information regarding disciplinary records.

    QUALIFICATIONS FOR SUPERIOR COURT PRO TEM JUDGE/SETTLEMENT MEDIATOR

    1.       Five (5) years experience, full time, in the practice of law.

    2.       Trial/mediation experience; knowledge of the rules of evidence and their application in litigation; prior experience as a settlement conference mediator or collaborative law training. 

    3.       Knowledge of or experience in the type of case to be assigned.  Jury trial experience is required for pro tem service in jury trials.

    4.       Prior judicial experience, including pro tem experience, in superior, district or municipal court is preferred or prior service on the mandatory arbitration panel.

    5.       You may not serve if you are currently a court approved RCW 26.09 Guardian ad Litem Certified Registry.

    6.       The 2021 Pro Tem Judge/Settlement Mediator Panel is subject to fundingavailability. By applying to serve as a Judge Pro Tem/Settlement Mediator you are acknowledging that serving as a Pro Tem Judge in 2021 may be a volunteer position without pay.

    7.       At this time the 2021 Pro Tem Judge/Settlement Mediator Panel will predominately be assigned to hear settlement conferences in Family Law/Domestic cases only. Civil matters as well as trials, may be available at a later time, but it is not guaranteed.
