    Position Description

    This position is the head of the enforcement team in the recently created Office of Labor Standards (OLS).  The City of Seattle (City) is a national leader on labor standards and employment practices that advance race, social, and economic justice, and create fair and healthy workplaces. Currently, OLS implements six City ordinances: minimum wage, prevention of wage theft, paid sick and safe time, fair chance employment (re use of criminal history in employment decisions), secure scheduling, and hotel employees' health and safety. It is anticipated that the City will enact other labor protections in the future which OLS will be tasked to implement. Initially (in 2015), OLS was a division in another City Department; it became an independent department on January 1, 2017. This position is a full-time, salary, overtime exempt position that reports to the OLS Director.

    Job Responsibilities
    • Manage the OLS enforcement team, which currently is comprised of ten investigators and one paralegal. This position also supervises a second manager/supervisor position (now vacant).
    • Oversee the enforcement work of OLS, which includes, among other things, intakes of complaints; investigations and evidence gathering; generation of proposed findings and settlements of cases; and review of employer compliance with case resolutions, all arising from alleged violations of the six City labor standard ordinances referred to above.
    • Lead enforcement-related policy development and implementation, in coordination with the OLS Policy team, as well as the Mayor's Office, City Council, other City Departments, the Labor Standards Advisory Commission, and business and community stakeholders.
    • Develop and expand OLS's newly established directed investigation program, using input and data from OLS activities as well as from other jurisdictions, agencies, and the public.
    • Review and update enforcement systems, processes, and procedures needed to enhance enforcement work and OLS accountability
    • Ensure that all enforcement work is aligned with the OLS mission.
    • Supervise the work of and provide technical support to all staff on the enforcement team.
    • Make recommendations to the Director as to all aspects of enforcement, including findings of violations, as well as remedies and penalties.
    • Coordinate with City Attorney's office on case enforcement, collections, and appeals, and to address specific policy and legal issues.
    • Recommend changes of law, rules, and procedures as needed improve the effective enforcement of Seattle's labor standards laws.
    • Coordinate relationships between the enforcement team and other City entities as well as state and federal agencies, and community organizations;
    • Provide technical assistance and training within the City government and to the public.
    • Support development and improvement of OLS case management and database systems.
    • Manage the enforcement team's training budget and other consultant contracts.
    • Collaborate with the OLS Communications Manager and the outreach team regarding communications with media, community groups, businesses, unions, and the public.
    • Participate in presentation of cases to the Hearing Examiner.
    • Conduct all work in a manner that is consistent with the City's Race and Social Justice Initiative
    • Work on other projects, as assigned.
    Qualifications

    A successful candidate will have demonstrated significant technical knowledge and expertise in investigations and enforcement arising out of alleged violations of labor and employment laws and enforcement of those laws, as well as supervisory experience with the ability to effectively communicate tactfully and effectively. There must be a commitment to listening, creating spaces for diverse perspectives and the pursuit of inclusive and just outcomes. Their professional career reflects a commitment to building collaborative, productive and respectful relationships with community leaders, institutions, and organizations. They must demonstrate an ability to quickly learn Seattle's labor standard laws and successfully manage projects with multiple deliverables and overlapping milestones.
     
    Specifically, the work requires:

    • Experience investigating complaints and/or conducting proactive investigations regarding labor standards.
    • Experience with development and implementation of policies, laws, or programs for government, non-profit, or private sector.
    • Experience working with worker advocacy groups, workers, and employers,
    • Ability to problem solve and build consensus with divergent groups.
    • Experience drafting ordinances, rules, or policies for the government, non-profit, or private sector.
    • Experience applying race and social justice principles to policy and procedures in a work setting.
