    The Metropolitan King County Council hereby gives notice of judicial vacancy in the West Electoral District of the King County District Court. The Council currently intends to fill this vacancy pursuant to state law and county code. To be eligible to serve as a district court judge in this position, an individual must be a registered voter and legal resident of the West Division’s electoral district and a lawyer admitted to practice law in Washington State.  RCW 3.34.060; K.C.C. 2.68.075.  The election precincts that make up the West Division’s electoral district are set forth in Section 1.B. of King County Ordinance 19095.  Pursuant to K.C.C 2.70.020, to be considered for appointment, a candidate must have a current rating of, at a minimum, “qualified” for a district court judicial position from the King County Bar Association and at least one other bar association operating in King County with an eligible judicial candidate evaluation process, as defined in K.C.C 2.70.020.F.2.  Under the County Code, ratings are “current” until the expiration date stated in the rating communication or until three years after the date the rating communication was issued if no expiration date is stated. Any individual wishing to be considered for appointment must deliver to the clerk of the council, in electronic form, the following:

    1.  A letter of interest, which must specify the division of the district court to which the applicant is requesting appointment and should explain why the individual wishes to serve as a district court judge, how the applicant is qualified to do so and specify the division of the district court to which the applicant is requesting appointment;

    2.  The individual’s resume;

    3.  A copy of the completed responses to questionnaires submitted to the King County Bar Association to obtain its rating;

    4.  A copy of the communication from the King County Bar Association and from at least one bar association defined in K.C.C 2.70.020.F.2 informing the individual of the individual's rating for appointment to the district court; and

     5.  Any supporting information the individual would like the council to consider.

    There are a total of five vacancies on the federal bench in the Western District of Washington.  Three of these vacancies are in the Seattle courthouse and two are in the Tacoma courthouse.  Senators Murray and Cantwell have engaged a bipartisan committee to screen and interview candidates.  The Committee will then make recommendations to the two U.S. Senators, who will make a final recommendation to the White House.

    If you are interested in being considered for appointment to any of these five positions, you will be asked to provide the Committee with personal background and professional information in the form of responses to an application.     GENERAL PURPOSE:

    This Legal Counsel I position is expected to provide legal analysis and counsel on a variety of legal matters including; intergovernmental agreement negotiations; land use and development regulations; environmental law; municipal law and policy matters.

    The Legal Counsel I classification is considered non-managerial professional, fully functional in all aspects of an industry/technical field. Positions at this level serve as a technical resource assisting in providing support and analysis to multiple functional areas. A Legal Counsel I works on moderately complex projects where analysis of situations or data requires an evaluation of variables using technical concepts competently and effectively.

    ESSENTIAL FUNCTIONS:

    The following duties are a representative summary of the primary duties and responsibilities of the position:

    ·       Provide legal research, analysis, and strategic advice on a variety of legal matters, including: land use permits, development regulations, environmental law, intergovernmental agreements, railroad and utility relocation agreement negotiations, policy formation, and general municipal law matters;

    ·       Review new and existing statutes and local regulations, particularly land use and development regulations, and provide legal and strategic advice regarding statutes and legislation. Prepare, review, and negotiate, agreements and other legal documents.

    ·       Work closely with project and permit teams to review and revise permit application materials before submittal to Agencies Having Jurisdiction (AHJ’s);

    ·       Review environmental documents, work closely with project teams to obtain environmental permits, and negotiate with regulatory agencies;

    ·       Prepare, draft, and/or revise a variety of legal correspondence including letters, memos, briefs, opinions, and other legal documents;

    ·       Assist in representing the Agency in litigation claims and cases including discovery, motion, and trial practices;

    ·       Assist in legislative matters  including researching, reviewing and preparing resolutions, motions, policies, and other legislation, and provide recommendations to management staff;

    ·       Attend and participate in professional group meetings, and stay abreast of new trends and innovations in the field of law; and

    ·       Other duties as assigned.

    MINIMUM QUALIFICATIONS:

    Education and Experience

    Graduation from a law school accredited by the American Bar Association with a Juris Doctorate degree. Three years of increasingly responsible legal experience in a law firm, in-house legal department or government legal department. Experience in land use, environmental, real estate or municipal laws preferred and non-Legal experience in these areas may also be considered. 

    Required License or Certificate:

     Member in good standing with the Washington State Bar Association.

    Required Knowledge of the following:

    ·       Basic legal principles, practices, and procedures;;

    ·       Methods and techniques of legal research, negotiating legal issues,  and agreements;

    ·       Judicial procedures and rules of evidence;

    ·       Legal precedents and court decisions impacting litigation; and

    ·       Pertinent federal, state, and local laws, codes, and regulations.

    Ability and Skill to:

    ·       Provide clear, cogent, and practical legal advice in person and through well-written documents;

    ·       Engage in appropriate oral and written communication with variety of individuals including, employees, general public, elected officials, community leaders, and local, state, and federal agencies;

    ·       Properly interpret and  make decisions in accordance with laws, regulations, and policies;

     The Office of Labor Standards has an opportunity for one strategic, adaptable Policy Analyst to join our highly skilled, innovative policy team in a fast-paced, dynamic work environment. These positions will work on projects that further the development and implementation of Seattle's existing and future labor standards. Our forward-thinking work focuses on policies that advance economic justice, workplace equity, and worker well-being, and centers our City’s most vulnerable workers.  This work may include legislation, administrative rules, fiscal recommendations, and programs subject to review and approval by policy makers.
     
    The Policy Analyst plays an important role in promoting workplace equity, protecting the rights of low-wage workers, helping employers comply with labor standards, and advancing race and social justice. This position will work in an independent, self-directed manner with collaboration across the OLS team. Policy Analysts perform extensive policy and legal research, analysis, and writing; conduct stakeholder engagement; create reports, trainings, and outreach materials; provide compliance assistance; apply race and social justice principles to all levels of work.

    Job Responsibilities

    Here is more about what you will be doing: 

    ·      Champion Equity.  Apply race and social justice lens to all work and engage in office efforts to eliminate racial disparities and achieve racial equity in City government and broader community.    

    ·      Policymaking. Facilitate and support stakeholder rule-making processes, including engagement with community and business organizations, employers, and workers. Conduct policy and legal research on leading enforcement and outreach practices as reported by national and local policy organizations, worker and business organizations, and local, state, and federal jurisdictions. Conduct policy and legal analysis of recommendations. Provide recommendations to the Policy Manager and Director. Create presentations, informational materials, and reports on policy recommendations and report on implementation and progress. Regularly engage with other City departments, the Mayor's Office, elected officials, other jurisdictions, and the general public. 

    ·      Legislative and rule development. Lead and support efforts to draft legislation, administrative rules, and other written documents that incorporate multiple levels of feedback and review from internal and external stakeholders. Be highly attuned to issues that affect the workplace and policies that can mitigate or eliminate negative impacts on the most vulnerable communities, including low-wage workers, people of color, and immigrants and refugees. 

    ·      Outreach. Support the office's outreach efforts through established and innovative means including but not limited to development of awareness campaigns; creation and delivery of trainings; creation of informational materials; management of limited budgets; and provision of expert-level, compliance assistance. 

    ·      OLS Commission/Worker Standards Board. Provide programmatic support for the Labor Standards Advisory Commission and/or the Domestic Workers Standards Board by assisting with administrative needs; coordinating subcommittees and occasional special events; performing research; making presentations on the office's work; and facilitating discussions amongst members. 

    ·      Strategic enforcement campaigns and other special projects. Support the office’s efforts to develop innovative approaches to enforcement and outreach that involve cross team collaborations and community partnerships.  Further the office’s policy goals through the successfully execution of various special projects, including participation and leadership on inter-departmental teams, drafting responses to Council resolutions, statement of legislative intents, or City Audits, and facilitation of consultant contracts and/or studies for policy or other projects.

    Your effectiveness in this role will depend on your ability to:

    • Apply strong reasoning and analysis skills to quickly understand, evaluate, and comfortably navigate policies, public policy, legal requirements, and data. 

    • Research, develop, and implement policies, laws, administrative rules, and programs.  

    • Draft briefs, ordinances, administrative rules, and policies.  
    • Project management, especially in producing, tracking and managing multiple deliverables with overlapping deadlines.
